State police arrest O.V.Teacher
Monroe County Councilman and Owen Valley Science Teacher Scott D. Wells was arrested Friday night and booked into the Monroe County Jail on charges of driving while intoxicated and resisting law enforcement.
According to an Indiana State Police report, Wells, 48, was found to be intoxicated after his vehicle was stopped over a traffic violation, at which point Wells resisted trooper Stacy Brown's attempts to place him in custody.
The police report states that prior to the arrest, Sgt. J.D. Maxwell of the state police received a call from a citizen who had observed what appeared to be an intoxicated man driving and then walking in the area of Dunn and Sixth streets.
Maxwell relayed the information to the Bloomington post of the state police and troopers were dispatched to look for the individual, which led to the eventual arrest.
His bond was set at $500 surety or $500 cash.
Wells, a Democrat and a member of the Monroe County Plan Commission, had drawn praise and criticism in recent months for his community activism.
He had proposed a plan in which the county planning office would establish a computerized photographic record of the shoreline of Lake Monroe that would serve as a baseline from which illegal tree cuts could be verified, and vehemently opposed development of the shoreline in the Pedigo Bay residential estate south of the lake.
Wells presented photographs of illegal tree-cutting in the Pedigo Bay to state officials. That action later led to fines being levied against developer Steve Smith.
The Pedigo Bay debate escalated to volatile levels over the summer.
A fire that destroyed the house Smith was building in the area was declared to be arson, and some Wells critics voiced feelings that his heated opposition of Smith's projects had contributed to the circumstances.
Smith was quoted as saying Wells had been "amazingly inflammatory" in his handling of the development debate.
A few weeks later, Wells filed a defamation lawsuit against county resident Kevin Shiflet for comments made indicating that Wells had been aware of plans to set fire to the house.
