SPENCER — The Property Rights Alliance group will meet at 7 p.m. Tuesday in the Owen County Library, 10 S. Montgomery St.

A comprehensive plan was recently approved by the Owen County Commissioners, and this meeting will kick off the second phase of the group's fight against planning and zoning.
