County Government Information

Spencer and Gosport are the only incorporated communities in Owen County. Both are incorporated as towns.
The Town Councils is the legislative body in the town government and meets twice a month. Both Spencer and Gosport have three-member Town Councils which are elected at-large by the town population. A Clerk-Treasurer is the only other elected town official.
Elections of Town Council members and Clerk-Treasurer are held in odd-numbered years preceding presidential election years. All officers serve four-year terms.

Owen County

The Board of County Commissioners has the responsibility for the administration of all county business and exercises the executive powers of county government. The Commissioners, administer the county's laws and policies and adopt regulatory ordinances as well as oversee the general day-to-day operation of county government. There are three Commissioners, each elected from a separate district by vote of the county as a whole to serve four years on a staggered bases. The chairman of the Board of County Commissioners is the chief executive officer of the county.

Owen County is governed by a seven-member County Council, with financial and budgetary powers. In addition, the Council fixes the county tax rate. The Council is charged with the responsibility of appropriating all funds for use by the county and its officers.
